The Agenzia del Demanio, in its path towards innovation and digitisation, has launched the first experiment of the ‘Data Enrichment’ project in Lombardy, Veneto and Campania together with the Movyon company, Gruppo Autostrade per l’Italia.
A new approach to data for learning about and enhancing the value of state property.
The Agenzia del Demanio, in collaboration with Movyon, a leader in technology solutions for mobility and infrastructure management, launched the pilot project ‘Enrichment of Data’ in 2023, working in an innovative way to understand and manage public real estate assets. On this heritage, which represents an economic and historical value of the country and a central element of the regeneration and valorisation policies of the public administration and territories, advanced technologies were used to build complete and updated datasets of management, physical and anthropic data in order to increase the content of information for the benefit of the management and enhancement of public assets.
The acquisition of data from different sources and the application of cleaning & enrichment techniques, also enabled by Artificial Intelligence, made it possible to increase the knowledge of the assets in terms of precise geolocation, correct perimeter of the asset, detection of the consistency and possible building abuse, verification of the state of conservation, and identification of possible occupations.
In line with the objectives of sustainability, innovation and digitalisation, the Agency, with the support of Movyon and a team of Italian partners with excellent skills in the field of geospatial management of complex data, satellite data processing, aero-photogrammetric surveys, and the collection and processing of open data, has developed methodologies and processes in a GIS (Geographical Information Systems) environment during an experiment that covered three areas: state property, mountain area and maritime property. As of May 2023, the activity has been carried out in two consecutive phases, the first on properties in the Milan-Cortina area, the second in the Pozzuoli area.
The ability to attribute the asset to consistent classes of possible use, as well as to define the relevant data set for the necessary analyses, became increasingly important for the proper management and valorisation of public property. This led to the definition of a model based on the application of data enrichment services, which makes it possible to move from one class to another, increasing the information. This approach is scalable and can be industrialised by building a hub of enrichment services integrated with the Agency’s internal systems and open to information contributions from different sources, also with a view to providing the data and services to entities interested in an efficient and more comprehensive property management. The project applies the proptech (property and technology) method to obtain solutions, technologies and tools to innovate the processes, products and services of the Agency’s property portfolio, called upon through digital technology to make property management more efficient, to create scenarios for the valorisation and allocation of assets – also with public/private partnerships – with particular attention to sustainability issues.
